[IBU] water's receeding

That's good news, Mike.  We are encouraged by the latest weather
forecast and most recent update of the Raccoon River gage at Fleur.
They dropped it from 26 ft to 23 ft at 1:00am tomorrow morning.  Not out
of the woods yet, but feeling better.
